How cooking works
Cooking opens up once you reach Rocky Ridge and get Chef Dente out of the barrel they are stuck in. From then on you can turn gathered ingredients into meals, with a Pokémon helper at the pot.
A meal does two things. It restores PP, and it temporarily powers up the move tied to its family, so what you cook depends on what you are about to do. Swapping ingredients, and bringing a helper with the right specialty, changes the taste and produces different variants of the same dish.
Meals also work as gifts. Handing one to a Pokémon raises its comfort level faster than a plain berry does, and cooking alongside Chef Dente often yields a second portion of whatever you made.

Eating a meal powers up the move tied to its family.
