Why do some Pokémon have no habitat at all?

Legendary and Mythical Pokémon are not attracted by building. Each one has its own quest instead, and Ditto is you. If you add one of those, the planner says so rather than pretending a habitat exists.

They are how likely a Pokémon is to turn up in that habitat. A Common entry appears readily once the habitat is built. A Very Rare one can take a while, so it is worth building a second habitat that also attracts it.
