Rebuilding runs on power. Many items need electricity, including ones habitats depend on, and the mechanic is introduced at Bleak Beach when the town needs lighting.
Generators split into ones you craft and place anywhere and ones that need a kit and Pokémon to build. Some produce power continuously; others, such as the Furnace, need fuel added periodically. Nearly every powered item draws one unit, with a few exceptions like String Lights that need power but draw nothing. Demand above supply causes an overload.
