Palette Town is across the bridge from Withered Wastelands and it comes with no assignment attached. Nothing to fix, nothing to light, nothing to rebuild. It is space, and what goes on it is your call.

It also happens to be the multiplayer map. When you build alongside someone else, on a Cloud Island or in the modes that let friends join you, Palette Town is the ground you are standing on.

That combination makes it the natural place for anything you want to design deliberately rather than in service of an area goal, and the natural place to show that work to somebody.
